Reese Witherspoon in Legally Blonde, Kim Basinger in LA Confidential or Jessica Simpson in The Dukes Of Hazzard?
Perhaps Steve McQueen or Robert Redford cracks your list?
Do any of your choices fall into the "dumb" blond/e category?
Does Goldie Hawn/Marilyn Monroe outsmart our notion of a blond by embracing their perceived ditzyness for their own gain?

My top blonde list include: Kate Winslet, because she's fabulous; Cate Blanchett because she's fabulous to the power of 10; and Daniel Craig, because he's a fabulous Bond.

Never got on the Blanchett bandwagon - but certainly quality.
As for Daniel Craig - he's not the best Bond in my opinion but certainly not too shoddy. Beats Pierce Brosnan and George Lazenby.
